Keymapping is a runtime rather than a compile time feature,
so the compiler doesn't check. 

You could even define all menu buttons with the same speedkey
and read the fieldname/speedkey assignments for them from a config file
and set them in the initialize block of the frame.

Of course the frame editor could offer an additional (optional) checking
tool
to show the duplicate use of a speedkey within a frame.
