That sounds like it might be a bug. IIRC the z identifier is supposed to be blank if no sigificant digit is at the position. Could be only before the decimal point though. What's the manual say? Should be an appendix in one of them about format strings, but I don't have it handy.
Of course, to use cell attributes, you have to turn them on for the column.
