Only needs that I know of are of are where a bug fix requires a compile to take effect.  Perhaps in the earlier days of OpenROAD the dependency checking wasn't as good, but if you do in fact need to force re-compile after changing an include script it could certainly be argued that it is a bug.  Why don't you try it and see?

2) -l flag is needed when the development environment includes apps as images rather than from the database.  If the included app has an include script it must be compiled with the -l flag.
