Your requirement is high. I do not believe that there is anything on
the market, or even written for internal use, that can handle automatic
merging for OpenROAD. Even if you wrote something yourself, I think
you'd be struggling to handle merging of two changes to a component when
both changes involve changes outside the script.
Comparisons are best done by comparing the output of DocumentApp for
both components.
